RESEARCH2020 shall improve and future-proof the basis for prioritisation of strategic research
The existing basis for prioritisation – RESEACH2015
It was decided as part of the agreement on the globalisation pool from 2006, that the basis for the political prioritisation of funds for strategic research must be improved. And that every fourth year the parliament shall receive a catalogue of important themes for future strategic research.
The first basis for prioritisation, the RESEARCH2015 catalogue, was available in 2008.
In 2009, the RESEARCH2015 process was evaluated. The evaluation concluded that RESEARCH2015 have created a better basis for prioritisation of strategic research. Further the evaluation showed that there is support among stakeholders to continue the initiative.
The RESEARCH2015 catalogue has - in addition to its use in connection with the prioritisation of funds for strategic research, - also found use in a variety of other contexts. Such as preparation of the Danish contribution to the EU Framework Programme for Research and Joint Programming for research.
New basis for prioritisation – RESEARCH2020
The RESEARCH2020 process is initiated in continuation of the agreement on distribution of the globalisation funds from 2009, where funds was allocated to enable the Ministry to continue working to improve the basis for prioritisation of strategic research.
In continuation of the politically allocated funds and in light of the evaluation results from 2009, the Danish Agency for Science, Technology and Innovation was in dialogue with a broad range of key stakeholders in the Spring of 2011. A key finding from this dialogue was that there is a need for a revision of the existing basis for prioritisation, RESEARCH2015, in light of the fact that Denmark is in a different situation today than when the first basis for prioritisation was made in 2008. Another key finding was that RESEARCH2015 constitute a good basis for a future RESEARCH2020 process. After the dialogue with stakeholders the political parties in agreement on the allocation of research reserve from November 2011, confirmed the wish for creating the new basis for prioritisation, RESEARCH2020.
On this basis, a process aimed at providing a new basis for prioritisation of strategic research, RESEARCH2020 is initiated.
